The cab-file, you've downloaded is an installation-archive and can not be installed on your desktop computer.
You need to copy it onto the device, either by an application called ActiveSync ( Explore ) or Windows Mobile Device Center.

1. Use the Explore/Browse-Function of the former apps to copy/paste the cab onto the device.
2. Start File-Explorer on the device.
3. Browse to the location where you have copied the cab to.
3. Start the installation by Tap/Click on the cab.
