Is it possible to move BatteryStatus from \Windows to \program files?

No, there is no way (maybe in future), but BatteryStatus isn't really a big plugin.
Have you ever compared it with other Plugins? There are Plugins which needs more than 600kB or 1.5MB (and i have seen Plugins needing much more memory as well), but BatteryStatus is far from such a high memory need.

This is true, it is the lowest plugin memory consumer i have ever used
